As Hurricane Season Approaches, IBM and The Weather Company Collaborate on Emergency Management for Cities

New IBM Intelligent Operations Center for Emergency Management Uses Real-time Weather Data to Help Communities Predict and Prepare for Disasters

ARMONK, NY - 22 Jun 2015: As the 2015 Atlantic hurricane season gets underway, communities in severe weather-prone regions are anxiously tracking pending storms and working to create effective disaster response plans. IBM (NYSE: IBM), through its strategic alliance with The Weather Company and its global B2B division WSI, today announced a new emergency management solution that features sophisticated analytics and the use of real-time weather data to help communities predict and plan for natural disasters far more accurately and deploy the right resources in advance.

With natural catastrophes in 2014 estimated to have cost US$ 110bn and claimed 7,700 livesworldwide, the ability to better predict and plan for emergencies can have profound impact.  IBM’s new Intelligent Operations Center (IOC) for Emergency Management collects historical and sensor data from a variety of sources, and applies deep analytics, data visualization and real-time collaboration to help agencies coordinate and manage response efforts during natural disasters, common emergencies and incidents.

By integrating weather data into the IBM IOC, local governments and emergency response organizations will be able to:

  • Increase Lead Time: The integration of WSI's 15-day probabilistic tropical forecast, which delivers 1 ½days additional lead time over publicly available hurricane forecast information, into the IBM IOC for Emergency Management solution will help government officials around the world to make far better planning, positioning and logistical decisions.
  • Activate Rapid Response: With WSI algorithms that track storms around the clock integrated into the IBM IOC for Emergency Management solution, emergency response teams will be able to avoid the guesswork and activate rapid response to the worst hit areas first.
  • Utilize Scenario Planning: With access to WSI's proprietary ensemble forecast system, government agencies can create multiple, realistic scenarios for how a particular weather event, like a major snowstorm, could unfold (i.e. who gets hit the hardest, where the rain/snow line will be, etc.). This approach shifts the paradigm from using an explicit forecast, which can lead to less insightful decisions, to expressing the forecast in probabilities, which leads to better, more informed decision making.

"IBM is providing innovative emergency management tools that equip city officials with what they need to predict and prepare for any emergency," said Major General Darryl Wong, Retired TAG for State of Hawaii"It is imperative that city officials and emergency personnel have access, and begin using intelligent analytics to keep communities safe in times of need."

“We know that weather is often the primary factor in a public emergency,” said Mark Gildersleeve, President, WSI, the global B2B division of The Weather Company“Our goal is to provide the most precise and resolute weather information to help communities using IBM’s IOC for Emergency Management to anticipate, plan for and take action in the face of significant weather events, keeping their constituents and assets safe from harm.”

“Big data is revolutionizing emergency management and transforming how communities protect citizens and property in times of emergency –which can range from hurricanes and snowstorms to highway accidents and riots,” said Robert Griffin, General Manager, Safer Planet at IBM. “The IOC for Emergency Management from IBM enables data sharing across organizational boundaries and applies sophisticated analytics to provide insight for future incident planning and response.”

IBM Brings One of the World’s Largest Networks of More Than a Billion Law Enforcement Shareable Documents to the Cloud

IBM i2 COPLINK on Cloud Allows All Police Departments, Regardless of Size, Access to Advanced Crime Analytics Capabilities

ARMONK, NY - 22 Jun 2015: IBM (NYSE: IBM) today announced it is enabling law enforcement agencies of any size to access one of the world’s largest networks of law enforcement data comprising more than a billion shareable documents from the Cloud. IBM i2 COPLINK on Cloudapplies analytics to vast quantities of data to help officials piece together seemingly unrelated information and generate investigative case leads.

For almost 20 years, IBM i2 COPLINK has transformed information sharing across more than 6,000 law enforcement agencies in North America, enabling them to uncover hidden relationships and patterns when investigating crime. Through the use of sophisticated analytics and “fuzzy searches,” even partial information such as a portion of a license plate, tattoo or nickname can be processed and used to help accelerate investigations. Geospatial mapping features can quickly create maps highlighting types of incidents such as arson, burglaries or prowling by specific dates or times of day, and location.

"Placing law enforcement technology on the cloud changes the game for the industry because agencies of any size can access shareable documents across state borders," said Major Dermot Quinn, Major at Massachusetts State Police"Having a tool that gives law enforcement officials the ability to solve crimes quicker, can transform the way we protect our communities.”

Now law enforcement agencies will be able to use IBM i2 COPLINK on Cloud to access data 24/7 via desktop, in-vehicle mobile data computer or smart mobile device -- without being burdened by the need for an IT department to provide ongoing software and hardware support. The cloud-based model also enables law enforcement agencies hit by shrinking budgets and rising expenses to avoid a high up-front capital expenditure as they seek to use 21st-century crime-fighting solutions.

IBM i2 COPLINK on Cloud, hosted at Nlets –the International Justice and Public Safety Network - makes it possible for law enforcement agencies to affordably access and draw insights through advanced analytics from law enforcement data as a service in a security-rich and CJIS compliant environment.

Access to the vast volume of law enforcement data hosted on the cloud can increase an agency’s ability to uncover hidden relationships in data, and also can help agencies establish crime patterns outside their own region and share information across jurisdictions using security features,” said Robert Griffin, General Manager, Safer Planet at IBM“IBM’s decision to make i2 COPLINK accessible via the cloud enables the transformation of law enforcement to continue -- now a department with 40 police officers can access the same data and analytics tools as a department of 40,000.”
